Caught in, under or between a moving and a stationary object

Witness saw the water truck traveling downhill on Ridge road & then saw a cloud of dust. Truck traveled downhill(9% grade)struck berm on the right side of road ejected operator changed direction & traveled across road striking the berm/slope on the left side of the road. The truck overturned & came to rest. The victim did not appear to use his seat belt. Minor damage to truck.
