A Non-Mine worker assigned to perform remote cleaning of conveyor system counterweights was left unattended by Qualified Miner. Non-Miner identified smoke coming from a damaged electrical line on a floating pontoon from the operating dredge. Non-Miner & 2nd Non-Miner went to investigate. While standing in water, at edge of dredge pond, worker contacted metal pipe.
