INJURED WAS RECONNECTING A BURT OFF LEAD ON A AMMETEER ON THE TIE BREAKER OF A SUBSTATION. THE REASON THE LEAD WAS SHOT OFF TO BEGIN EITH WAS THAT THE AMMETER WQAS GROUNDED. THE INJURED DID T HIS WITH THE POWER ON THE UNIT. WHEN RECONNECTING A FLASH INSUED RESULTING IN T HE INJURIES SUSTAINED.
