WHEN APPLYING AIR PRESSURE TO THE WABCO WATER TRUCK #2701 TO START IT, FULL AIR PRESSURE (130 PSI) ENTERED THE HYDRAULIC TANK THROUGH A PRESET AIR PRESSURE REGULATOR VALVE CAUSING HYDRAULIC TA NK TO EXPLODE WHILE ELDEN WAS WALKING TO THE SIDE OF IT. HYDRAULIC OIL AND METAL/PAINT FRAGMENTS WENT TO HIS FACE AND UNDER HIS SAFETY GLASSES, SCRATCHING LENS OF RIGHT EYE.
