DISMANTLING ELECTRICAL CABLE TRAY IN MILL ELECTRICAL ROOM. TWO MEN WERE STANDING ON SEPARATE LADDERS REMOVING ELECTRICAL CABLE TRAY. ELECTRICAL CABLE TRAY WAS NOT SECURED PRIOR TO REMOVAL CAUS ING IT TO FALL. THE ELECTRICAL CABLE FELL AGAINST ONE OF THE LADDERS, KNOCKING IT OUT FROM UNDERNEATH EE.
