INJURED HAD FINISHED CUTTING 1/4" TIE-CABLE HOLDING 3 1/8" WIRE ROPE TO REEL. INJURED WAS THEN STANDING BY WELDING TRUCK, WRAPPING CUTTING HOSE UP, WHEN WIRE ROPE STARTED SLIPPING AND SLIDING OVER REEL. MAN SHOUTED WARNING, BUT INJURED DID NOT HEAR IN TIME. HE STARTED RUNNING BUT 3 1/8" WIRE END W/ METAL EYE HIT INJURED'S SHOULDER AND BACK AREA.
