INJURED WAS LOWERING A COIL OF WRE WT APPROX 500 LBS USING A WINCH WITH A FRICTION BRAKE HE LOOSENED THE BRAKE TO ALLOW THE LOAD TO BE LOWERED HE LET THE BRAKE OFF TOO FAST WHICH CAUSED THE CR ANK HANDLE TO SPIN AROUND AND STRIKE HIS LEFT HAND BREAKING HIS RING FINGER
