EMPLOYEE WAS STANDING ON CABLE USED TO DROP RAIL CARS WHEN ANOTHER EMPLOYEE INADVERTENTLY ENGAGED THE WINCH WHICH OPERATES THE CABLE CAUSING THE CABLE TO JERK THE EMPLOYEE INTO THE AIR CAUSING INJURY TO THE EMPLOYEE'S RIGHT ANKLE (HAIRLINE FRACTURE OF FOOT BONE).
