(Refer to Attachment)EE and other co-workers were working on a Dozer's bellypan. The pan was being held by chains on a forklift and winch. At one point the belly pan slipped and tilted which caused the cable of the winch to move up against the dozer track. The IEE had his hand on the winch cable which caught the small finger on the left hand and sliced the fingertip.
