THE EE STATED THE HE CONDUCTED HIS PRESHIFT INSPECTION, FUELED, AND PROCEEDED TO THE LOADING AREA. HE STATED THAT AS HE THEN DESCENDED THE RAMP, HIS BRAKES DID NOT SLOW HIS SPEED. SEEING A STA LLED TRUCK AT THE FOOT OF THE RAMP BELOW HIM, HE DURECT THE TRUCK TO THE WALL TO HIS LEFT. AS THE LEFT TIRE ROLLED UP THE TOE OF THE HIGHWALL, THE TRUCK TURNED ONTO ITS SIDE ON THE HAULROAD.
