WHILE MOVING OVERBURDEN TO SPOIL PILE, THE EMPLOYEE WAS DUMPING HIS LOAD. THE BED WAS RETURNING TO THE DOWN POSITION WHEN IT SLAMMED TO REST ON THE FRAME.
