THE REPAIRMAN WAS MAKING AN EXAMINATION OF A SCOOP. HE PLACED HIS LEFT HAND ON THE BUMPER BLOCK OF THE SCOOP. HE WAS OPERATING THE SCOOP CONTROLS WITH HIS RIGHT HAND. HE ACCIDENTLY CAUSED THE SCOOP TO SWIVEL AT THE CENTER SECTION CAUSING HIS LEFT HAND TO BE PINCHED BETWEEN THE FRAME AND BUMPER BLOCK.
