SCRAPER GOING SOUTH UP RAMP, LOST POWER & ROLLED BACK THROUGH A 6' BERM & DOWN A 30' INCLINE. ROADS WERE DRY, CLEAR VISIBILITY, CLEAN GLASS, TEMP 28 DEGREES. OPERATOR WAS WEARING SEAT BELT & W AS NOT EJECTED FROM SCRAPER. SEAT BELT & SEAT WEER IN GOOD CONDITION. FRAME OF SEAT WE BELIEVE IMPACTED OPERATOR'S LEG & CAUSE FRACTURE OF LOWER RIGHT LEG.
