TWO SCOOP OPERATOR WERE ATTEMPTING TO TRANSFER A SPOOL OF CABLE FROM ONE SCOOP TO ANOTHER WHEN ONE SCOOP LIFTED THE OTHER SCOOP UP BY THE BUCKET. THE VISION OF THE OPERATOR WAS BLOCKED BY THE SPOOL OF CABLE, SO HE WAS UNAWARE THAT HE WAS LIFTING THE OTHER SCOOP, WHEN THE TRANSFER WAS COMPLETE OPERATOR DROP HIS SCOOP BUCKET CAUSING LIFTED SCOOP OPERATO TO HIT HIS HEAD AGAINST CANOPY
