A ROCK LODGED BETWEEN THE TIRE AND SCRAPER BODY. EMPLOYEE STOPPED TO CHECK THE TIRE AND SCRAPER. AS HE GOT BACK INTO THE SCRAPER HIS FOOT SLIPPED. HE PUT HIS LEFT FOOT IN THE STEP AND THE RIGH T FOOT ON THE TIRE. DUE TO HIS FOOT BEING WET AND MUDDY IT SLIPPED AND HE FELL FROM THE SCRAPER. HIS LEFT ANKLE WAS BROKEN
