INJURED & WITNESSS WERE DISMANTLING A FRESHWATER PIPLINE TO FACILITATE DRAINAGE OF THE LINE. THE DISCHARGE OF WATER FROM PIPLINE CAUSED THE SURROUNKING AREA TO BECOME FLOODED.
