A ROPE THAT WAS USED FOR TYING THE TUG TO THE RIVER BANK DURING FLOODING WAS TIED ON THE TUGS FRONT TIMBER HEAD. WHILE MOVING A LADDER FROM A BARGE TO THE TUG, THE EMPLOYEE STEPPED ON THE RO PE, THE ROPE TWISTED OR ROLLED AND EMPLOYEE TWISTED HIS ANKLE.
