EMPLOYEE WAS ASSIGNED TO DO REPAIR WORK ON 3 RAILROAD CAR. ALL MATERIALS HAD BEEN GATHERED AND PUT INSIDE OF THE CAR. AS THE EMPLOYEE WAS ASCENDING THE EXTERIOR LADDER, HE LOST HIS FOOTING AN D HANDHOLD AND FELL APPROX. 9 FT TO THE GROUND, LANDING ON SOLID ICE. EMPLOYEE DID HAVE MUD ON HIS SHOES, WHCIH REDUCED HIS FOOTING CONSIDERABLY.
