EMPLOYEE WAS STEPPING FORM CARGO TRAILER ONTO GROUND. GRAVEL HAD BEEN PLACED AT BOTTOM OF STEPS TO FILL HOLE FORMED BY HIGH TRACFFIC AREA. EMPLOYEE STEPPED ON LARGE GRAVEL WHICH ROLLED THROWIN G HIS WEIGHT ON ANKLE. MAN COULD C NOT WALK FOR TWO DAYS.
