Employee slipped and fell while walking on the ground. The ground was covered with ice and snow. The area where slip and fall occurred was snow covered and the surface of the ice was not exposed at the time of the accident. The employee broke his leg during the slip and fall accident.

Steel hatch door was opened to access hydraulic equipment on classifying tank station. Door was propped up against rail in verical position but was not secured. Wind blew door closed on EE's lt hand. No equipment was damaged. Injury to hand was swelling & bruising. He was taken to hospital to have injury inspected. Xrays were neg. Splint was applied to wrist & arm. No impairment.
