THERE WAS A BROKEN RR TIE ON RACK WHERE WE DUMP STONE. THERE IS SAFETY RAILING AROUND RR TIES & WORKERS ARE TOLD NOT TO GO BEYOND RAIL. EMP CLIMBED OUT & OVER SAFETY RAILING TO ADJUST RR TIE. BEFORE ANYONE COULD STOP HIM, HE LOST HIS FOOTING & FELL TO GROUND BELOW, ABOUT 20', LANDING IN SMALL PILE OF SAND. AMBULANCE CALLED & HE WAS TAKEN TO HOSPITAL. OPERATED ON FOOT.
