Operator and another EE had lunch about 12:00. At 2:30 made another site assesment of work that needed to be done. Approximately 4:25 employee was aboard moving dirt with excavator. Machine was sitting still radio call for if he had a problem. No response. Inspection of machine and other EE called 911.
