INJURED WAS REMOVING TOW CABLE FROM A DISABLED TRUCK WHEN THE TRUCK DRIVER INADVERTANTLY OPENED TAILGATE CAUSING COAL TO SPILL ON INJURED'S LEGS. A BROKEN ANKLE RESULTED FROM THE INCIDENT.
