OPERATOR HAD PARKED DUMP TRUCK AND BEGAN TO CHECK OIL IN ENGINE. HE CLIMBED ON TO HOOD OF TRUCK TOW ALK AROUND ON HOOD AREA TO CHECK OIL WHEN HE LOST BALANCE AND FELL TO THE GROUND APPROS 10 FT. TRUCK WAS AT INCLINE AND HAND RAILS WERE IN GOOD CONDITION FOR USE. HE STRUCK THE GROUND HITTING HEAD AND LANDING ON KNEES AND ELBOWS
