Employee was tying the boat off to the dock. While tying the boat off EE was holding onto the dock rail with left hand, the boat started to drift away from the dock. EE lost footing and straddled the boat while holding onto the dock rail, left leg went into the water right leg stayed in the boat and they jerked against left shoulder fully extending it.
