EE WAS LOADING HIGHLINE CABLE INTO SCOOP BUCKET AND PUT HIS FOOT UNDER THE SCOOP BUCKET. THE SCOOP OPERATOR LET THE BUCKET DOWN ON EE'S FOOT AND BROKE THE 3 MIDDLE TOES ON HIS RIGHT FOOT.
