Milestones of Safety Reform
1910: Creation of the Bureau of Mines
Prompted directly by December 1907—the deadliest month in US coal mining history, which included the Monongah and Darr explosions—Congress created the Bureau of Mines to conduct safety research and reduce accidents.
1952: Federal Coal Mine Safety Act
Following the 1951 Orient No. 2 explosion that claimed 119 lives, Congress granted federal inspectors authority to issue mine-closure orders in cases of imminent danger and mandated annual safety inspections.
1969: Coal Mine Health and Safety Act
The Farmington No. 9 disaster in 1968, which killed 78 miners, catalyzed the passage of the landmark 1969 Coal Act. This law dramatically increased enforcement, required four annual inspections for underground mines, and established health standards.
1977: Federal Mine Safety and Health Act
The Scotia explosions in 1976 highlighted the need for a unified regulatory scheme. The 1977 Act created the Mine Safety and Health Administration (MSHA) under the Department of Labor, consolidating coal and metal/non-metal safety enforcement.
