THE INJURED EE WAS IN THE PROCESS OF BUILDING A WALL OF WOODEN TIES. THE TIE WALL WAS APPROXIMATELY 36" TALL [5-6 STACKED WOOD TIES]. AS THE EE TURNED TO WALK AWAY, A GUST OF WIND BLEW THE WAL L OVER WITH THE WOODEN TIES FALLING ON THE BACK OF THE EE'S ANKLE/FOOT AREA, THUS CAUSING THE INJURY.
