EMPLOYEE WAS STANDING ON A LOADER BUCKET USING A CUTTING TORCH TO CUT BOLTS ON LEGS WHICH WERE SUPPORTING THE PUG MILL. WHEN LAST BOLT WAS CUT FROM THE LEGS ON THE PUGMILL, IT MOVED SUDDENLY D UE TO THE PRESSURE BEING RELEASED EMPLOYEE THOUGHT THE PUGMILL WAS MOVING AROUND TO STRIKE HIM, SO HE JUMPED FROM THE LOADER BUCKET ONTO THE GROUND STRIKING A CROSSTIE THAT HAD BEEN SUPPORTIN
