INJURED WAS GET7ING READY TO PLACE ANOTHER TIE LINE ONTO THE BARGE BEING LOADED ALONGSIDE THE SHIP. HE STRADDLED THE HANDRAIL NEXT TO THE TIE OFF LOCATION ON THE SIDE OF THE SHIP. HE HAD TIED A KNOT IN THE 5INE AND PLACED ONE FOOT ON THE KNOT TO HOLD IT WHILE HE JERKED THE LINE TIGHT ON THE KNOT.
