Souter Construction Company Inc · Struck against a moving object

Operator was backing down ramp toget load of water with half of load water on. Trans converter failed truck was free wheeling using brakes lightly or feathering, and turned into high wall, water sloshed to low side turned over. Driver had seat belt on.
