The worker was climbing down in a proper 3 pt contact from the flat bet trailer. The heel of his boot caught on a short stake, in a stake pocket, he lost his balance and fell to the ground. He landed on his right elbow, chipping the bone. The trailer is 58" off the ground. The worker had been wearing fall restraint just prior to the fall.
