THE VICTIM WAS NOT WEARING A SAFETY BELT OR A TAG LINE 4HICH WAS PROVIDED NOR WAS HE USING THE 9 FOOT BAR DESIGNED AND PROVIDED TO KNOCK DOWN THE HANGUP.
