Mining Incidents has no grant, no institution and no investor behind it. The federal record it publishes is free and stays free. The one part that costs real money every day is the assistant, because every answer it writes is a paid API call.
Why the assistant stops
There is a daily ceiling on what the assistant is allowed to spend. When a day's questions reach it, the assistant stops answering until the next day rather than running up a bill nobody has agreed to pay. That is a budget doing its job, not an outage.
Nothing else stops. Search, every mine and operator record, the maps, the exposure tables, the country records and the email alerts have no limit and no login. If the assistant is quiet, the records are still all there, and the search answers most of what people ask it anyway.
The best way to help is to buy something
A customer is worth more than a donor, because a customer means the thing is working. If your work needs an operator's penalty history, a state exposure roster, or monitoring across a portfolio of mines, that is what the paid side is for, and it is what pays for the free side.
If you are here as an inspector, a researcher, a journalist, a student or a family looking for a relative's record, please do not buy anything. That is who the free record is for.
