Worker was attempting to weld a short length of pipe to the bottom of a bin. EE tack welded the pipe in place in preparation for the weld. The tack weld failed and the pipe fell and the employees thumb was impacted between the pipe and adjacent angle iron. The impact resulted in a fracture to the left thumb.

COWORKER HAD ALREADY ATTACHED AN 18" PIPE WRENCH TO THE BAR WHICH ROTATED AROUND STRIKING EE IN THE LEFT THIGH.
