The loader operator thought one of the other miners signaled operator to lower the bucket. Operator then lowered the bucket onto one of the miners foot.

Miner was exiting plant control tower coming down steps, and slipped on wet step. Miner reported incident on day of occurence, but refused medical attention at time of incident. Miner later (3-3-2010) decided to seek medical attention as left shoulder was irritating him, and upon visit to physician, was issued prescription pain meds.
