While scaling in 33 West, a rock fell from the back and struck the scaler boom jolting the cab causing the operator to hit the windshield with EE's forehead and right shoulder. The operator was wearing a seat belt. EE as a mild concussion and a strained A/C shoulder joint. Scaler equipped with a lap belt style seat belt.

WHEN THE CAR STARTED ROLLING, EE RAN OUT ON TOP OF THE CAR, ATTEMPTED TO CLIMB DOWN THE LADD AND USE THE HAND BRAKE TO STOP THE CAR. WHEN THE SAFETY BRAKE STOPPED THE CAR, EE LOST HIS BALANCE AND FELL 13' TO THE GROUND.
