A mining concession (concesión minera) is a permit from Mexico's federal government, issued by the Secretaría de Economía under the mining law, that gives a company or person the exclusive right to explore for and dig out minerals on a mapped lot for a set term. Current means the government's cadastre still lists it as in force; expired and cancelled titles are not counted.ⓘ
A concession holder (titular) is the company or person the cadastre names as the owner of a concession. Each distinct name counts once however many concessions it holds, a person counts the same as a company, and when one concession has several holders each of them counts. Names are spelled as the cadastre spells them.ⓘ
Counted from press headlines only; Mexico publishes no official per-fatality mining record, so the true number is undoubtedly higher.22,203 current mining concessions held by 10,085 named holders in the Secretaría de Economía's cadastre, 1,684 of them in Coahuila, the coal state, and at least 142 mining deaths reported by the Mexican press.
The Secretaría de Economía publishes every current mining concession with its holder, lot, municipio, state, surface and dates, on an open map service, and this page joins them into one page per holder. What no federal body publishes is a mine inspection, a sanction or an accident: STPS, the labour inspector for mines, publishes none of it, and Mexico has no tax id on the public register to tie a holder to anything else. The deaths here come from Spanish-language press, weighted toward the Coahuila coal region where the pozos are named landmarks, so every count is a floor; a transparency request filed with STPS on September 17, 2026 asks for the records that would replace it.

STPS inspects mines under NOM-023-STPS-2012 and NOM-032-STPS-2008 and publishes no inspection, sanction or accident dataset; PROFEPA publishes environmental enforcement only as counts by state. One request under the Ley General de Transparencia was filed with STPS on September 17, 2026 for its mining inspections and sanctions since 2006; the answer is awaited. Requests for STPS's work-related deaths in mining and for the Secretaría de Economía's verified coal producers and mine directory with RFC have not been filed.

Coahuila's Región Carbonífera is worked through thousands of pozos and minitas, small shafts, many outside social-security registration; Pasta de Conchos (2006, 65 dead) and El Pinabete (2022, 10 dead) both happened there. The Organización Familia Pasta de Conchos counts every coal death by hand and names the mine and the company; that record is theirs, and on September 19, 2026 they gave their permission to reproduce it here with credit.
