Haiti: the record does not exist
The Bureau des Mines et de l'Énergie governs mines and quarries under the 1976 Décret minier. The draft mining law written with World Bank support and tabled in 2017 was never enacted, and for most of the years since there has been no parliament to enact it. The known deposits (Morne Bossa, Faille B, Grand Bois) are exploration-stage and dormant. What operates is quarrying, sand, gravel and limestone, largely informal, concentrated around Port-au-Prince, and dangerous. Quarry collapses kill people; nobody counts them.

- The BME's site: the mining and quarry laws, permit procedures, a mineral-potential map, and monthly seismic bulletins as its only recurring publication. Its last news item is from August 2024. It answers 403 to a short user-agent string and 200 to a browser's.
- IHSI, the statistics institute, at ihsi.gouv.ht (the .ht domain is squatted), a possible denominator for quarry employment, not yet read.
- A register, an accident record, a sanction stream, a live signal from any institution.
- Routine field reporting: security conditions have made reporting from the quarry areas around Port-au-Prince largely impossible since 2023.

A constitutional right of access and an anti-corruption framework exist; there is no operating freedom-of-information statute with a clock, no portal, and with no parliament and no active mining, no realistic addressee. No request is planned.
A mining law enacted, a permit issued under the moratorium lifted, or a BME publication other than a seismic bulletin. None is expected soon.
