Uruguay: a small sector with a viewer and no table

The Dirección Nacional de Minería y Geología (DINAMIGE), inside the Ministerio de Industria, Energía y Minería, administers the Código de Minería (Ley 15.242). The sector is small: quarrying for cement and construction, semi-precious stones in Artigas, and a metal-mining story (Aratirí iron, Minas de Corrales gold) that has stalled for a decade. DINAMIGE's geomining viewer is live; the ministry's pages under gub.uy answer 404 on every mining path tried, and the national open-data catalog returns zero mining datasets.

What the country publishes
  • DINAMIGE's Visualizador Geominero, a map viewer of mining rights and geology, live in September 2026 with no data endpoint found behind it.
  • The Código de Minería and its regulations, on the national norms site.
What it does not
  • An open concession dataset: the national data catalog (catalogodatos.gub.uy) returns nothing for mining.
  • An accident, inspection or sanction record for mining from DINAMIGE, the labour ministry or the Banco de Seguros del Estado, which insures work accidents and publishes no mining split.
  • A live signal: a mining-death query on Google News returns a single item; there is almost nothing to report.
Where the mining deaths are counted

By nobody in public, and there are few: the sector is quarries and cement. A work death in a quarry would reach the Banco de Seguros del Estado as a work-accident claim and the press as a local item.

The transparency route

The Ley de Acceso a la Información Pública (Ley 18.381 of 2008), 20 business days, open to any person, with the Unidad de Acceso a la Información Pública as oversight: one of the region's usable statutes. The realistic ask is DINAMIGE's register of mining rights as data (title, holder, mineral, department, dates) rather than as a map. Not drafted: the sector is too small to justify the clock yet.
