Paraguay: concessions are laws, and the site lists three
The Viceministerio de Minas y Energía, inside the Ministerio de Obras Públicas y Comunicaciones, administers Ley 3180/07 de Minería. An exploitation concession in Paraguay is granted by a law of Congress, so the register is a list of laws: the vice-ministry's site publishes three (Ley 1028/83, Ley 2079/03, Ley 5775/17) alongside a model concession contract and a 2040 policy leaflet. The mining that makes news is informal gold at Paso Yobái in Guairá, which the ministry says is moving toward formality.
