TROUBLESHOOTING-REPAIR WORK WAS BEING PERFORMED ON SURFACE ELCTRICAL SUBSTATION (POWER WAS DE-ENERGIZED TO LOW VOLTAGE CONTROL CIRCUIT ON WHICH ACTUAL WORK WAS BEING PERFORMED). EMPLOYEE WAS U NDER NO DIRECT WORK ASSIGNMENT AT THE TIME, BUT FOR AN UNKNOWN REASON (SPECULATED HE WAS RETRIEVING A DROPPED POCKET KNIFE) HE STEPPED INSIDE THE SUBSTATION AND CAME IN CONTACT WITH AN ENERGI
