ACCORDING TO WITNESSES AT HEARING, EH REACHED IN TO 5A BELT CONTROL BOX TO REMOVE A FUSE WITH FUSE PULLER WHILE POWER WAS ON BELT BOX. HE TOUCHED TOP OF BREAKER WITH BACK OF FINGERS CAUSING DE ATH.
