DREDGE OPERATOR WAS ATTEMPTING TO DISLODGE SAND ROCK FROM SUCTION WHEN HE FELL OVERBOARD FROM SKIFF NO WITNESSES ACTUALLY SAW HIM FALL OUT HE WAS NOT WEARING HIS LIFE JACKET THAT WAS PROVIDED.
