EMP WAS REPLACING REAR TIRE ON 988A CAT WHEEL LOADER. FENDER WAS HELD IN UPRIGHT POSITION WITH CAHIN COME A LONG. APPARENTLY CONE A LONG BROKE LETTING FENDER FALL AND FENDER STRIKING EMP ON TH E HEAD.
