SELF-EMPLOYED TRUCK DRIVER WAS STANDING A SCALE. I OBSERVED HIM STANDING THEN LOOKED AWAY ABOUT 20 SECS LATER I LOOKED BACK AND HE WAS FACE DOWN LYING ON SCALE. NO SIGNS OF WHAT HAPPENED TO HI M OR WHAT CAUSED HIM TO FALL. LOADER OPERATOR SAID HE APPEARED PALE WHEN HE LOADED HIM EARLIER.
