NARITIVE PER PRELIMNINARY-THE VICTIM WAS TRAMMING UPHILL WITH A RUBBER TIRE CRANE. THE CRANE WASOBSERVED ROLLING BACKWARD. THE CRANE TIPPED OVER& CRUSHED THE VICTIM. WITNESS STATED THAT THE CR ANE TRAVELED UP THE ROAD FOR ABOUT 100'. IT STOPPED & THE OPERATOR STARTED BACKING DOWN THE ROADWITH HIS HEAD OUTSIDE THE CAB WINDOW LOOKING IN THE DIRECTION OF TRAVEL.
