LOADER WAS BEING USED FOR A MAN LIFT, PARKED ON A HILL BY A VERTICAL WATER TANK,WHERE THEY WERE INSTALLING A SIGNT GLASS ON THE TANK. OPERATOR STATED THAT THE LOADER HAD A MECHANICAL FAILURE L ETTING ALL AIR OUT OF SYSTEM CAUSING THE BRAKES TO FAIL. WHEELS WERE NOT CHOCKED.
