THE FRONT-END LOADER OPERATOR WAS BACK-FILLING AROUND A NEWLY INSTALLED TRUCK SCALE WHEN HE BACKED OVER THE VICTIM WITH THE LOADER, WHICH RESULTED IN A FATAL INJURY.
