THE EE WAS OPERATING A CAT 627 E SCRAPER. WHEN THE SCRAPER WAS MAKING ITS DUMP ON THE LIGNITE PILE, THE LIGNITE GAVE WAY CAUSING THE SCRAPER TO ROLL OVER.
